Library Rules

LIBRARY RULES AND REGULATIONS

The main purpose of these rules is to safeguard the common interest of all users and to enable the Library to carry out its functions as efficiently as possible.Failure to observethese rules leads to cancellation of the membership. A careful handling of the documents is expected as the books areinvaluably precious in nature.

  1. The Students must always carry their College Identity Card/library membership card with themwhile inside the Library. The Identity Card must be compulsorily shown at the time of bookscheck- out/check-in orwhenever asked by the library staff.

  2. All library users are required to maintain perfect silence and discipline in the library.

  3. The borrowing facility of users can be withdrawn or restricted in case of misbehavior or misuse of the library.

  4. Library users should enter their name, course, semester time-in and time-out in register kept at the entrance.

  5. Library users are restricted from bringing their personal belongings inside the Library such as bag, coat and umbrella.

  6. Personal books, photo-copied and printed loose papers are not allowed inside the library under any circumstances.

  7. Books may be retained by the staff till the end of the semester and the students may retain the books for a period of oneweek(seven days) in the first instance and if required, the same book can be renewed further for a period of a week each. No book will be allowed to be kept with a member beyond fifteen days.

  8. Library cards are not transferable: The borrower card holders should come personally toborrow the books and authorization is not allowed.

  9. Loss of books/damaged: Every borrower is responsible for the safe custody and return of the book borrowed by him/her. In the event of damage or loss, he/she shall have to replace the book or pay the cost of the book. The person has to pay a fine in addition to paying the cost of the bookand processing charges at the time getting ‘NO OBJECTION CERTIFICATE’ from the library.

  10. Readers should not deface, mark, cut, mutilate or damage library resources in any way. If anyone is found doing so, he/she will be charged the full replacement cost of the resource. Books Borrowed should be protected from RAIN, FIRE, DUST, INSECT etc.

  11. Downloading of undesirable e-resources is not allowed and shall be punishable if violated.

  12. Strict discipline should be maintained in the library. The position of the chairs and tables should not be changed or displaced.

  13. Beverages and eatables are not allowed inside the library. Smoking is not permitted in the library. Mobile phones are strictly prohibited in the library.

  14. Rights of admission to the library is left to the discretion of the librarian. He is eligible to refuse admission if he considers a person is either of unsound mind, intoxicated or shabbily dressed. The decision of the Librarian or the next senior officer of the library in the absence of the Librarian shall be final in this matter.

  15. No reader is allowed to sleep in the library premises.

  16. The readers shall behave in a civilized manner. The Librarian may expel any person if their behaviour creates a law-and-order issue.

  17. The readers are liable for punishment and fine if they either misbehave or damage the books or any other property of the library, a decent behavior is expected.

  18. Each prospective member shall give in writing an undertaking to abide by the rules of the library. They shall fill up a membership form.

  19. Each member shall be provided with a membership identity card and / or Borrower’s card.

  20. In case any book is lost or damaged by the member, the member shall replace the book or shall pay the cost of replacement. If a book is one of the volumes of a set, the reader may be asked to replace the whole set.

  21. Reference books, rare books, unbound periodicals and books of fine arts may not be issued generally except with the written permission of the Librarian.

  22. If a member does not pay off the library dues, the privilege of borrowing books may be suspended till he/she deposits the requisite amount.

  23. No visitor or guest is permitted to use the Library without the prior permission of the Librarian. He/She is required to produce a proper introduction letter from the concerned Institution/Organization thereafter who wishes to use the Library facility.

  24. No photograph of the Library shall be taken without the prior permission of the Librarian.

  25. The librarian shall have the power to refuse the issue of book to any member or he may recall any book without assigning any reason therefore.

  26. Student after returning of library books/documents should take No-dues certificate from the library before the examination.

  27. Staff should take library No-Dues Certificate (NOC) while Transfer/Deputation/Superannuation from the college. (While living the college, student and faculty should return books and library borrower’s card without fail, thereafter NOC will be issued).

Limit of Books for Faculty and Students

  1. Students can borrow two books at a time.

  2. Full-time teaching faculty can borrow at a time 15 books, Full-time temporary teaching faculty can borrow up to 10 books at a time , and Part-time temporary teaching faculty can borrow 5 booksat a time.

  3. The library advisory committee may suggest the limit of books to faculty and students on the basis of their library collection.

  4. Book Bank books can be issued as per Book Bank scheme norms/the availability of books. The discretionary powers are given to the librarian by the Library Advisory Committee.

Overdue and Loss of Books Charges (Fine & Penalty)

  1. If the student fails to return the book within the stipulated due date, a sum of “one rupee‟ will be collected per day per book.

  2. The Librarymember should report immediately to the librarian about the loss of library documents borrowed from the library. The charges shall be recovered for the loss of library books as per the rules of The College Library Manual: A Guide for LIS Professionals, Department of Collegiate Education, and Government of Karnataka.

 

About Pallagatti Adavappa Arts College Tiptur
When the Kalpataru Vidya Samsthe Trust was formed in 1962, to administer Kalpataru College, it offered all the three streams of arts, science and commerce. The college flourished for two decades until the strength exceeded 2,500 students. The college had to be bifurcated according to the directions of the collegiate education. So, an independent college for the Arts and Commerce streams was established in the year 1982 and was named after the founder president and philanthropist, Pallagatti Adavappa, while, the science college retained the name Kalpataru.

KALPATARU VIDYA SAMSTHE (R), TIPTUR (ESTD.1961) :
Kalpataru Vidya Samsthe, an important centre for higher education has dispersed knowledge to the local rural masses for nearly six decades and has grown from strength to strength over these years. KVS is instrumental in putting Tiptur on the map of the academia. Today, the Management is flourishing with eight sister institutions one more reputed than the other.
